Anganwadi Supervisor (Mukhya Sevika) 2026: Salary, Pension, Promotion and How to Apply

Do you want to do this Job?

The Anganwadi Supervisor post is the first genuine government job in the ICDS structure, and understanding why is worth more than any other fact in this guide.Anganwadi Workers and Helpers are not government employees. They are honorary workers who receive a fixed monthly honorarium — not a salary — with no DA, no pension and no promotion rights.

An Anganwadi Supervisor is a fully regularised state government employee, with a pay matrix salary, Dearness Allowance, NPS pension, annual increments, paid leave, and a promotion ladder that runs to a gazetted officer post.

Moving from Worker to Supervisor is described as the single most important career upgrade in the ICDS system — both in salary and in employment status.

In-hand: ₹25,000 to ₹55,000 per month, depending on state. And half of all Supervisor posts are reserved for serving Anganwadi Workers.

1. The Distinction That Defines the Post

DANoneYes — around 53%, revised January and July
PensionNoneNPS — 10% employee + 14% government

“Supervisor and Officer-level posts are generally permanent government jobs, while Anganwadi Workers and Helpers receive honorarium-based payments under state schemes.”

This is where most people get confused.

The Supervisor post is a Group B government post with a fixed pay scale, annual increments, DA revisions, NPS pension, paid leave, and a real promotion path to a gazetted officer position. It is not an honorarium-based contract role.

2. Salary — And the Notification Trap

In-hand runs ₹25,000 to ₹55,000 per month, driven almost entirely by state pay structures.

StatePosition
Karnataka, Haryana, MaharashtraThe highest packages — senior supervisors take home over ₹50,000
Bihar, RajasthanLower starting salaries — entry-level closer to ₹25,000

State pay scales as notified:

StateScale
Odisha (OSSSC)Pay Level 8 — ₹35,400 to ₹1,12,400. Starting in-hand ₹44,000 – ₹55,000
Uttar PradeshPay Level 5 — ₹29,200 to ₹92,300
Most statesOld band ₹5,200 – ₹20,200 with Grade Pay ₹2,400
Odisha and Haryana (regular cadre)Grade Pay ₹4,200
Some central/state cadre vacancies₹63,700 to ₹99,000 under a higher pay band

The maximum reported is ₹1,12,400 basic at the top of the Odisha scale, plus all applicable allowances.

The Trap Worth Knowing

“Most state WCD notifications still quote the old 6th Pay Commission pay bands because many state departments have not updated their notification templates. Your actual disbursed salary is calculated using the 7th Pay Commission pay matrix and is higher than what the notification band alone suggests.”

The notification understates the pay.

A candidate reading “₹5,200 – ₹20,200, Grade Pay ₹2,400” in a state notification is reading a superseded 6th CPC band. The actual salary is computed on the 7th CPC matrix and is higher.

The calculation: Basic Pay (7th CPC) + DA + HRA + TA + Other Allowances − NPS deduction. DA currently sits at approximately 53% of basic, revised every January and July.

3. Pension Benefits — The Precise Position

This is the section the post is most often misreported on, so the answer should be exact.

BenefitDetail
NPS Pension10% of basic from the employee + 14% from the government on Basic + DA
Old Pension SchemeThose who entered service on or before 1 January 2004 are under OPS. Those who joined after 2004 are in the NPS
GratuityPayable on retirement after a minimum of 5 years
Leave EncashmentUp to 300 days of accumulated Earned Leave, encashable at retirement
MedicalFor self and family

The government’s 14% NPS contribution is the point. It is a real employer contribution to a retirement corpus — and an Anganwadi Worker receives nothing equivalent, because an honorary worker is not on a pay scale at all.

Workers and Helpers do receive some entitlements — ESI, health insurance, maternity benefits, and PMJJBY, PMSBY and PM-JAY cover — but not pension.

4. The 50% Quota — Half the Posts Are Reserved

This is the most consequential fact about entry to the post, and it comes from a Lok Sabha response.

50% of Supervisor posts are filled by Anganwadi Workers with 5 years of experience.

A parallel quota operates one rung below: 50% of Anganwadi Worker posts are filled by Helpers with 5 years of experience.

That is not a vague promotion prospect. It is a reserved share of every recruitment.

RouteWho
Direct recruitmentGraduates, through State PSC or Subordinate Staff Selection Commission
Departmental promotionAnganwadi Workers with 5 years’ service — half of all posts

Some states also run a departmental examination: “Anganwadi Workers can directly give a departmental examination after 5–10 years of service to get promoted as a supervisor” — in Uttar Pradesh, Rajasthan and Bihar among others.

For a serving Anganwadi Worker, this is the single most valuable thing available. Five years of service places you inside a reserved claim on half of every Supervisor recruitment — and Supervisor is where the honorarium becomes a salary with a pension.

For a graduate outside the system, it means the open competition is for the other half.

5. Promotion — The Ladder

The full path:

Anganwadi Helper → Anganwadi Worker → Supervisor → Child Development Project Officer → District Programme Officer

From Supervisor upward:

StepDetail
CDPOA Group B Gazetted post, managing an entire block-level ICDS programme and overseeing multiple Supervisors. Reported at Pay Level 9 to 11 depending on state — Bihar’s basic is ₹53,100 with an in-hand of roughly ₹79,600
District Programme OfficerDistrict-level administration. Not directly recruited — filled by promotion from the CDPO cadre
DirectorateState level

“In many states, a supervisor can take the departmental promotional exam for CDPO after 8 to 12 years of service.”

“The promotion to CDPO is the most significant milestone in this career path. The CDPO is a gazetted government officer overseeing an entire block-level ICDS programme, with a significantly higher salary and administrative authority.”

Note that the CDPO post is also directly recruited by State PSCs — and eligibility varies sharply. Punjab accepts a plain graduation degree with no interview. Kerala requires a Master’s in Home Science, Social Work, Sociology or Psychology, and is women-only.

6. Eligibility

CriterionDetail
QualificationGraduate in any discipline — Arts, Science or Commerce — from a recognised university
Preferred subjectsHome Science, Social Work, Nutrition, Child Development, Psychology, Sociology may be preferred
Higher postsMay require a Bachelor’s or Master’s in Social Work, Nutrition or Child Development
Gender“Only for female candidates in most states” — rules vary by state
Age18 to 35 in most states, extending to 40 in some. Telangana: 18 to 44
OBCUp to 38
SC/ST40 to 45
ResidenceMust be an Indian citizen and a resident of the concerned state or district
LanguageState-specific — West Bengal requires “ability to read, write and speak Bengali”

A note on the qualification. Sources conflict. Most state notifications require a graduate degree; one source states the minimum is Class 12, and another lists “10/12th/bachelors.” The graduate degree is the standard requirement in the states documented — verify in your own state’s notification.

The language condition recurs across state recruitment and is absolute where it applies.

7. Selection

The recruiting body is the State PSC or the State Subordinate Staff Selection Commission.

StageDetail
Written ExaminationGeneral Knowledge, Child Development, Nutrition, Health and Reasoning
Merit-based (some states)“Some states do not have any written test; the selection is completely based on academic merit (12th/graduation marks)”
Interview / Document VerificationIn some states
Training“Selected candidates shall have to undergo an in-service training programme at one of the ICDS Training Centres before they are appointed”

West Bengal’s process: preliminary screening test → written exam → viva-voce.

Odisha (OSSSC): negative marking of 0.33 marks for each incorrect answer. A Skill Test in computer skills may apply, commonly with a 40% qualifying threshold.

Note the in-service training. Appointment follows training at an ICDS Training Centre — it is not immediate on selection.

8. District-Wise Vacancy — The Honest Answer

This is where the Supervisor and Worker posts differ again.

For Workers and Helpers: “Anganwadi Workers and Helpers must be permanent residents of the same ward/village/district where the vacancy exists. A domicile or residence certificate is mandatory.” That is a hard ward-level restriction.

For Supervisors: recruitment is at state level, through the State PSC or SSSC, requiring state residence rather than ward-level residence. District-wise vacancy tables are published in the notification, and postings follow allotment.

Recent counts:

StateVacancies
Telangana (TGPSC)581 — across Hostel Welfare Officer, Matron, Warden and Lady Superintendent grades in the welfare departments
Odisha (OSSSC)286 — registration 7 January to 22 February
West Bengal2,954 in the previous ICDS Women Supervisor recruitment

Treat aggregate figures with caution. One portal advertises “86,450+” Anganwadi Supervisor vacancies — a figure that almost certainly bundles Worker and Helper posts, which are far more numerous. Supervisor counts run in the hundreds to low thousands per state.

9. How to Apply

  1. Visit your state’s official WCD / ICDS portal — or wcd.nic.in for central information. Odisha: osssc.gov.in. West Bengal: icdswb.in, under the “Live Application” tab.
  2. Find the recruitment notification under “Recruitment” or “Anganwadi Recruitment 2026.”
  3. Download and read the official notification PDF carefully before applying.
  4. Register — create an account using your mobile number and Aadhaar, and complete OTP verification. Note your Registration ID and password.
  5. Fill the application form — personal details, educational qualification, address, preferred district.
  6. Upload documents — photograph, graduation certificate, Aadhaar, domicile certificate, caste certificate.
  7. Pay the application fee — some states accept payment through SBI e-Pay only.
  8. Submit and print the acknowledgement slip.

“For any discrepancy, always refer to the official notification PDF.”

Telangana’s TGPSC requires One Time Registration (OTR) on tspsc.gov.in before applying, and its window ran three weeks.

Watch also for Government Orders. Telangana issued GO Ms No. 177 according permission to fill 42 Hostel Welfare Officer Grade II posts and directing TGPSC to “issue notification and schedule for recruitment, expeditiously.” A GO sanctioning posts is a reliable early signal that a notification is coming.

10. What the Job Is

“The supervisor is the main link between Anganwadi Workers at the village level and the Child Development Project Officer (CDPO) at the block level.”

The ICDS Supervisor oversees 20–25 Anganwadi centres, monitoring the six services:

ServiceDetail
Supplementary NutritionBalanced nutritious food for children aged 0–6 and pregnant and lactating mothers
ImmunisationCo-administration of vaccination drives with health authorities
Health Check-UpMonitoring the health status of children and mothers
Referral ServicesReferring sick or malnourished children to healthcare facilities
Non-formal Pre-school EducationMonitoring early childhood centres
Nutrition and Health EducationCommunity awareness

“The ICDS Supervisor plays a crucial role in monitoring Anganwadi Centres, implementing nutrition programs, supervising child welfare schemes, and ensuring women empowerment initiatives at the grassroots level.”

11. Documents Checklist

  • ☐ Graduation degree — any discipline
  • ☐ Class 10 certificate — age proof
  • ☐ Aadhaar — required for registration
  • ☐ Domicile certificate
  • ☐ Residential certificate
  • ☐ Caste certificate — if claiming reservation
  • ☐ Language evidence — where the state requires it
  • ☐ Registration ID and password
  • ☐ Acknowledgement slip — printed and retained

12. Assessment

In favour:

  • A fully regularised permanent state government post — not an honorarium-based contract
  • In-hand ₹25,000 – ₹55,000, rising to ₹1,12,400 basic at the top of the Odisha scale
  • NPS pension — 10% employee plus 14% government on Basic + DA
  • Gratuity after 5 years, and leave encashment up to 300 days
  • Graduate in any discipline — no specialisation required
  • 50% of posts reserved for Anganwadi Workers with 5 years’ service
  • A clear ladder — CDPO at Group B Gazetted rank, ₹55,000 – ₹80,000 in hand, via departmental exam after 8–12 years
  • Some states select on academic merit alone, with no written test
  • State-level recruitment — not ward-restricted, unlike Worker and Helper posts
  • Telangana’s age band runs to 44

Against:

  • Female only in most states — though rules vary
  • Age 18 to 35 in most states
  • Language conditions apply and are absolute where they exist
  • Vacancy counts are modest — 286 in Odisha’s cycle, 581 in Telangana’s
  • Negative marking of 0.33 in the OSSSC paper
  • In-service training at an ICDS Training Centre precedes appointment
  • Salary varies nearly two-fold by state — ₹25,000 in Bihar against ₹50,000+ in Karnataka
  • Half the posts go to serving Workers, so open competition is for the other half
  • Sources conflict on the minimum qualification and on state salary figures

Recommendations:

If you are a graduate woman, this is among the most accessible permanent government posts available — a degree in any discipline, no specialisation required, and in some states no written test at all.

Do not read the pay band in the notification as your salary. Most state WCD notifications still quote superseded 6th CPC bands. Your actual salary is computed on the 7th CPC matrix and is higher — Basic + DA at ~53% + HRA + TA − NPS.

If you are already an Anganwadi Worker, the 50% quota is yours. Five years of service places you inside a reserved claim on half of every Supervisor recruitment — converting an honorarium with no pension into a regularised pay scale with NPS, gratuity and a route to gazetted rank. It is the single most important career upgrade in the ICDS system, and nobody outside the system can claim it.

Target the higher-paying states if you can relocate. Karnataka, Haryana and Maharashtra pay over ₹50,000 to senior supervisors; Odisha’s Level 8 scale runs to ₹1,12,400 basic.

Watch for Government Orders, and complete your OTR before the notification opens — Telangana’s window ran three weeks.

And plan for the CDPO exam from the start. Eight to twelve years of service and a departmental examination make the post Group B Gazetted at ₹55,000 – ₹80,000, running a block-level programme.

Disclaimer: This article is for general information only. Anganwadi Supervisor recruitment is conducted independently by each state’s Public Service Commission or Subordinate Staff Selection Commission under the Women & Child Development department; eligibility, qualification, age limits, gender restrictions, pay scale, selection process and vacancy counts differ by state and by recruitment year. Figures cited are drawn from specific state notifications and published pay structures and are not applicable nationally; sources conflict on the minimum qualification and on state salary figures. Many state WCD notifications continue to quote superseded 6th Pay Commission pay bands while actual salaries are computed on the 7th Pay Commission matrix. Anganwadi Workers and Helpers are honorary workers receiving an honorarium, not regular government employees. Candidates must download and read the official notification from their state’s WCD/ICDS portal before applying and treat it as the final authority.
