Indian Oil Corporation Limited — a Maharatna PSU and a Fortune Global 500 company — hires technical staff through two entirely separate tracks, and candidates routinely apply to the wrong one.

The apprentice track engages Trade, Technician and Graduate Apprentices under the Apprentices Act, 1961/1973/1992. It runs for 12 months, pays a stipend, requires no written examination — and, as IOCL’s own notifications state, does not guarantee permanent employment.

The permanent track fills posts such as Junior Engineering Assistant, Junior Quality Control Analyst, Technical Attendant and Junior Operator through separate notifications with written tests.

And it carries a rule that disqualifies the best-qualified applicants: B.E./B.Tech, MBA, MCA, CA and LLB holders are not eligible.

1. The Rule That Disqualifies the Over-Qualified

“Candidates possessing higher professional degrees like B.E./B.Tech, MBA, MCA, CA or LLB are not eligible to apply for these positions.”

A B.Tech holder cannot apply for an IOCL apprenticeship. Neither can an MBA, an MCA, a Chartered Accountant or a law graduate.

This is the second time this shape has appeared in this series. RRB Technician does not accept an engineering diploma in lieu of an ITI for Level 2 posts. IOCL does not accept a B.Tech at all.

The principle is consistent across the technical tier: these are entry-level training and trade positions, and a higher qualification is a disqualification rather than an advantage.

For an ITI or diploma holder, that is good news. It removes the entire engineering-degree population from the competing field.

The Marks Rule — And the ITI Exception

A minimum of 50% aggregate marks is required — 45% for SC/ST/PwBD candidates considered against reserved seats.

“ITI qualification requires pass class only.”

Read that carefully. The 50% threshold applies to B.Sc, Diploma, B.Com and degree holders. An ITI holder needs only a pass class.

For a Fitter-trade ITI candidate, there is no percentage bar at all — an advantage no other qualification in this notification carries.

All qualifications must be from a regular full-time course at a recognised Board, University or Institute.

Lateral-entry diploma holders are eligible — candidates admitted directly into the second year on the strength of Class XII or an ITI — provided they meet the percentage requirement based on the aggregate of all semesters.

Note the upper limit: 24. This is the narrowest age band of any post covered across this series — narrower than Agniveer’s 21-to-… well, comparable, and narrower than every civilian post. An apprenticeship is for the recently qualified.

3. Selection — Merit, Not Examination

There is no written examination.

Shortlisted candidates are notified via their registered email addresses — so the email entered in the application must be one you monitor.

The Tie-Break Rule

Stated precisely in the notification:

“In cases where two candidates have the same percentage, the candidate with the earlier date of birth — older in age — will be given preference. If the dates of birth are also the same, the candidate with a higher percentage of marks in matriculation will be considered.”

The older candidate wins the tie. The same principle appears in Post Office GDS and Navy SSR shortlisting — the candidate with fewer remaining chances is preferred.

And the second tie-break is Class 10 marks — which is why the Matriculation certificate matters even for a graduate applicant.

4. The Two-Step Application — Miss Either and You Are Rejected

This is the most common cause of rejection in IOCL apprentice recruitment, and it is entirely avoidable.

Both steps are mandatory. Registering on NAPS or NATS is not applying to IOCL.

Additionally: complete E-KYC, and keep the Portal Registration Number available — it is required at document verification.

5. The Refinery-Wise Structure

IOCL does not run one national apprentice notification. Each refinery issues its own, with its own advertisement number, vacancy count and dates.

Dates differ by refinery. The Bongaigaon and Guwahati window ran 29 June to 28 July 2026; Digboi ran 8 July to 31 July 2026; Haldia closes 30 July 2026 with document verification around 11 August.

Check the notification for your refinery, not the general one.

A Vacancy Concentration Worth Knowing

At Paradip, Code 101 (Chemical Plant Attendant Operator) and Code 104 (Technician – Chemical) together account for 310 of the 582 seatsthe chemical discipline is the largest block.

And at the other extreme: Code 109 (Accountant) carries a single seat for the UR category — the most competitive position in that notification.

Read the code-wise table before choosing. A discipline with 310 seats and one with a single seat sit in the same advertisement.

6. Documents

The list is long, and two items are frequently missed:

  • Matriculation certificate — proof of date of birth, and the second tie-break
  • Class XII marksheet
  • Semester-wise / year-wise marksheets of ITI, Diploma or Graduation
  • Final certificate from the Board or Authority
  • Conversion certificate from CGPA/OGPA/Letter Grade to percentage, where applicable
  • Certificate from the Principal of the School, Polytechnic, College or Institute — confirming the date of publication of result, regular full-time mode of study, and good conduct
  • SC/ST/OBC(NCL)/PwBD/EWS certificate in the prescribed central format
  • Caste validity certificateapplicable only to candidates from the Western Region
  • PAN Card / Aadhaar
  • Portal Registration Number (NAPS/NATS)

The Principal’s certificate — confirming regular full-time study and good conduct — is a requirement few candidates anticipate and which takes time to obtain from an institution you may have left.

The CGPA conversion formula must come from the institution or university. As with the Coast Guard notification covered earlier in this series, it is a routine cause of delay at verification.

7. What the Apprenticeship Is — And Is Not

IOCL states the position plainly: “Apprenticeship is a training-based engagement and does not guarantee permanent employment after completion.”

What it provides:

  • 12 months of structured industrial experience at a major refinery
  • A stipend as prescribed under the Apprentices Act and IOCL’s guidelines
  • Exposure to world-class technology, safety standards and professional work culture
  • Experience at a refinery such as Haldia or Paradip — described as highly valued in the industrial sector and significantly enhancing employability
  • A completion certificate under the Apprentices Act

Who it suits, on IOCL’s own framing:

  • Candidates who recently completed ITI, Diploma or Graduation and want industrial experience
  • Freshers preparing for PSU or government technical jobs
  • Students planning careers in refinery, petrochemical or manufacturing
  • Candidates struggling to obtain first-job experience, using the apprenticeship as an entry point

And note the cross-reference from the previous guide in this series: a Course Completed Act Apprenticeship is an accepted qualification for RRB Technician Grade III — a permanent Level 2 railway post — on the same footing as an ITI. An apprenticeship completed under the Apprentices Act is not only experience; it is a qualification that other recruiters accept.

8. The Permanent Track

Separate from the apprenticeship, IOCL recruits directly to permanent posts, including:

  • Junior Engineering Assistant
  • Junior Quality Control Analyst
  • Engineering Assistant
  • Technical Attendant
  • Junior Operator
  • Junior Engineer
  • Officer and Engineer grades — some through GATE

These are advertised separately, on their own cycles, with written tests — unlike the merit-based apprentice engagement.

They are the destination. The apprenticeship is not a route into them automatically — but the experience, and the completion certificate, are what a candidate carries into those applications.

9. Assessment

Read the code-wise vacancy table before selecting a discipline. Chemical carried 310 of 582 seats at Paradip; Accountant carried one.

Obtain the Principal’s certificate and the CGPA conversion formula now, not at document verification.
