Cost: for government colleges and universities, annual fees for BLIS or MLIS range from ₹5,000 to ₹30,000. Private institutions charge ₹30,000 to ₹1,00,000 per annum.
A one-year government-college BLIS at ₹5,000 to ₹30,000 is what stands between a graduate and a Level 7 post at ₹44,900. That is an unusually short and cheap route to that pay level.

Note NVS’s alternative route: “Graduation with One-year Diploma in Library Science” qualifies — a diploma, not only a degree. KVS requires the Bachelor’s degree at 50%. The two are not identical, and a candidate holding a one-year diploma should check both notifications rather than assume ineligibility.
Note also NVS’s age band: 18 to 40. Wider than most central posts at this level.
3. Selection — Where the Merit Actually Sits
Both KVS and NVS run a three-stage process, and Tier 1 does not count.

Note the difference. NVS states an explicit 85:15 weighting. KVS describes the interview as “the scoring stage of the final merit list” and carries 100 marks against Tier 2’s 100 — a materially different balance. Sources do not state KVS’s exact weighting; the notification will.
What is consistent: Tier 1 is qualifying and does not enter the merit.
Tier 1 carries 300 marks at KVS — three times Tier 2’s 100 — and none of them count.

The tier most candidates overlook, and the one that opens on a Class 10 certificate.

The Promotion Route — And This Is the Point

Read that against the ladder.
A Class 10 candidate with a CLIS enters at Level 1 (₹18,000), permanent and pensionable. Completing graduation and a one-year BLIS during service makes them eligible — departmentally — for Librarian at Level 7 (₹44,900).
That is a jump of ₹26,900 in basic pay, reached through two qualifications that can be obtained while employed.

This is a scattered field, and the scatter is the difficulty.

Geographic concentration: New Delhi carries by far the most listings, followed by Gujarat, Maharashtra, Madhya Pradesh, Assam, Punjab, Rajasthan, Karnataka, Haryana and Odisha.
The practical instruction: single-post notifications — a Librarian at a museum, at a Sainik School, at a university — do not reach national aggregators reliably. Monitor kvsangathan.nic.in, navodaya.gov.in, ssc.gov.in, your state PSC, and the career pages of institutions you would actually join.

The spread requires explanation, because the figures appear to conflict.
General government librarian salaries are reported at ₹24,000 – ₹30,000 starting — that reflects state and public library posts, which sit at lower pay levels.
KVS and NVS Librarian sit at Level 7 — ₹44,900 basic — because they are TGT (Library) posts in the central school system, on the teaching pay matrix.
They are not the same job at different employers. They are different pay levels.
“New Delhi offers the highest average annual salary of ₹3.3 LPA (₹27,500/month) for government librarians. Other high-paying cities include Mumbai (₹2.8 LPA) and Bengaluru (₹2.6 LPA).”
And one outlier worth naming: Sainik School Amethi advertised a Librarian post at ₹70,942 per month, consolidated — “no other allowance” — on a contractual basis, age 21+. The highest librarian figure in this sector, and the least secure.
8. Application
KVS / NVS:
- Visit navodaya.gov.in or kvsangathan.nic.in → Recruitment → “Fill out an Online Application”.
- Read and accept the instructions, then Start.
- Choose the profile you wish to apply for and register with name, phone and email. A user ID and password will be emailed.
- Log in, complete personal details, and upload photograph, signature and thumb impression — keep scanned copies ready and use a photo-resizing tool if required.
- Pay the fee — Debit Card / Credit Card / Net Banking / Wallets.
- Verify all details before final submission, then download and print the submitted form.
Admit cards are made available online a few days before the exam, on the KVS website. Print the call letter and carry it.
SSC Selection Post: complete OTR on the SSC portal and apply when the phase is notified.

Recommendations:
If you hold a graduation and want a Level 7 post, do the BLIS. One year, ₹5,000 – ₹30,000 at a government college, and it opens KVS and NVS Librarian at ₹44,900 — a pay level that three national graduate examinations gate behind their own multi-stage processes.
If you hold only Class 10 or 12, take the CLIS and enter as a Library Attendant. It is permanent and pensionable, and B.Lib or M.Lib obtained during service makes you eligible for Librarian departmentally.
Check both KVS and NVS notifications. KVS requires a Bachelor’s degree at 50%. NVS accepts graduation plus a one-year diploma, and runs to age 40. A candidate ineligible for one may be eligible for the other.
Do not over-prepare Tier 1. 300 marks at KVS, entirely qualifying. Tier 2 and the interview decide.
And monitor SSC Selection Post every phase — Library and Information Assistant and Library Clerk appeared in Phase XIV, and they recur.
